Independent Leadership.
A Better Lodi.
About Jordan Duncan:
My family has lived, worked, and served in the Lodi community for four generations. I was born and raised in Lodi, attended local schools, and graduated from Lodi High School in 2012. Lodi has been home for my entire life and has played an important role in shaping the person I am today.
After high school, I attended Delta College, where I met my beautiful, intelligent, and loving wife. We married in 2016, which remains one of the proudest and greatest moments of my life. Since then, we have built a life and family together and have been blessed with four children: Audrey, Philip, John, and Maryanne.
Lodi is the community we have chosen to call home and the place where we want to continue raising our children. We value its strong sense of community, its traditions, and the people who make it such a special place to live.
For me, Lodi is more than the city where I live—it is my home. My family's roots here span generations, and now my wife and I are raising the next generation here. That is why Lodi’s future is personal to me. I want our children, and every family in our community, to have the opportunity to grow up in a city that is safe, prosperous, and full of opportunity.
Serving on the Lodi City Council would give me the opportunity to give back to the community that has given so much to my family and to help preserve what makes Lodi special while building an even stronger future for the generations to come.
Independent leadership
From a young age, I discovered a passion for public service, which ultimately led me to a career in law enforcement. I began my career with the San Joaquin County Sheriff’s Office, where I proudly served as a Deputy Sheriff for nearly five years. Wanting to serve closer to home and give back directly to the community where I lived, I joined the Lodi Police Department in 2019.
In 2020, the COVID-19 pandemic divided our community, with difficult questions about the proper balance between public safety, individual liberty, and government authority. As a law enforcement officer, I took an oath to uphold the Constitution and protect the rights of the people I served. While remaining professional, I raised concerns and made my position known regarding the enforcement of state and county COVID mandates.
After discussions with command staff, I stood firm in my convictions. Ultimately, I was terminated after refusing to enforce COVID-related state and county mandates that I believed conflicted with my oath and principles.
That experience reinforced something I have carried throughout my career: leadership requires the courage to think independently, ask difficult questions, and stand by your convictions—even when doing so comes at a personal cost. As a councilmember, I will bring that same independence to City Hall. My decisions will be guided by the Constitution, common sense, and what I believe is best for the people of Lodi—not by political pressure.
Today, I continue my career in public service as a Deputy Sheriff, protecting and serving the community. Throughout my law enforcement career, I have served as a School Resource Officer, SWAT operator, defensive tactics instructor, armorer, Explorer advisor, and member of a community-oriented policing unit focused on addressing the needs and concerns of local residents.
These experiences have taught me how to lead, communicate with people from all walks of life, remain composed under pressure, and make difficult decisions when the stakes are high. I believe effective leadership requires integrity, sound judgment, accountability, and a strong moral compass.
I am prepared to bring those qualities to the Lodi City Council. The people of Lodi can count on me to listen, think independently, stand by my principles, and make sound decisions that protect our community and help secure a strong future for Lodi.

Mission
My mission is simple. To be a strong voice for the people of District 2 and the City of Lodi as a whole. I’ll focus on fundamentals such as public safety, fiscal responsibility, cleaner and safer parks, and policies that allow residents and local businesses to thrive.
No new taxes
I will oppose new taxes and look for smarter ways to fund essential services without placing additional burdens on Lodi families and businesses. I will explore opportunities to transition appropriate city-run services to qualified private businesses when doing so can provide equal or better service at a lower cost to taxpayers. I will also support responsibly leasing underutilized city-owned property to generate additional revenue and encourage local economic activity. Before asking taxpayers for more, City Hall should reduce waste, improve efficiency, make better use of the assets it already owns, and ensure every taxpayer dollar is spent responsibly.
Prevent Government overreach
I will work to ensure local government remains accountable, transparent, and focused on serving the community—not controlling it. I will oppose unnecessary regulations, fees, and mandates that burden residents and local businesses, while protecting individual rights and private property. I will carefully review city policies and spending to ensure government stays within its proper role and taxpayer dollars are used responsibly. My goal is simple: keep government limited, accessible, and accountable to the people it serves.
Cleaner and safer parks for our kids
I will make clean and safe parks a priority for Lodi’s families. My experience in law enforcement has shown me that proactive policing, good lighting, clean facilities, and well-maintained public spaces can discourage crime and improve the quality of life for everyone. I will support increased patrols and enforcement in problem areas, address illegal drug activity and other criminal behavior, and ensure our parks receive the maintenance and resources they need. Our children deserve parks where they can play safely, and parents should feel comfortable bringing their families to every park in our city.
